Abstract
Description
This major DfES-commissioned study was led by De Montfort University (PI – Malcolm Payne). Its methods were primarily qualitative and it utilised a ‘realist’ approach to programme evaluation. It concluded that Connexions was making a positive contribution, but that the service was severely weakened by resource limitations, ‘impact leakage’, structural divisions and a failure to match priorities and risk assessment. The report influenced subsequent policy debates and was acknowledged in the Green Paper Youth Matters.
