Abstract
This article takes a case study located in Buenos Aires, the Plan Piloto para la Relocalización de Villa 7, 1971-1975 (Pilot Plan for the Relocation of Shantytown #7) as the main focus for revisiting the concepts of participation and agency in relation to grassroots housing self-construction. More specifically, the article offers a revision of the idea of participation, widely discussed since the 1960s and still under debate, through the notion of agency. The article differentiates between two approaches to participation: one where it is understood as part of a wider process of social transformation that extends agency to all members of a society; and another in which participation is exclusively understood as a tool that facilitates the resolution of specific housing problems.
