Abstract

Description

This article is essentially methodological, discussing the need to have some way of reliably classifying interventions and the problems inherent in that. It was based on the evaluation of On Track where the objective was to identify interventions which are most effective in preventing children becoming involved in offending. In describing the issues in developing a framework for this the paper highlights some of the problems of policy implementation at a national level, something which emerged from all the crime reduction programme projects.
