Abstract
This note examines the implications of the High Court challenge to the Parole Board decision to release the serial sex offender John Worboys (now known as John Radford). Three central issues emerged: (1) that the Parole Board ruling was not irrational on the basis of the evidence considered (2) evidence untried in a criminal court of allegations of like offending should have been considered in a determination of risk (3) that the overarching requirement for open justice meant that the existing Parole Board Rules required revision. All three aspects are considered further.
