This suggests that such campaigns have had minimal impact, and the paucity of good quality empirical evaluation makes it difficult to establish what has worked and what has not. This article considers how different and evolving approaches to public awareness campaigning on CSA since the 1990s have influenced (or not) attitudinal and behavioural change. The article reviews a number of key initiatives from around the world and identifies common themes that can inform campaigning and prevention efforts. Recommendations for further research efforts, social problem framing, and targeting are offered. The article does not present an in-depth historical narrative, but rather presents key trends over this period. The article begins with a short review of policy and risk rationalities from the 1980s onwards with a specific focus on the research ‘discovery’ of the ‘rationality mistake’ by the early 1990s. A short case study from the author’s own research is then presented to illustrate the ‘rationality mistake’ in a particular arena of UK government policy on the management of sexual offenders. The paper concludes by briefly considering actual and potential developments in risk research and relevant recent theorising, and finally the likelihood of social policy understanding the risk subject more fully.Item Embargo The construction of community understandings of sexual violence: rethinking public, practitioner and policy discourses.(Taylor Francis, 2014-10-07) McCartan, K.; Kemshall, Hazel, 1958-; Tabachnick, JoanThis article explores current societal framings and understandings of sexual violence, particularly child sexual abuse. The article starts by explaining how societal perceptions of child sexual abuse are formed through implicit and explicit theories, followed by a brief examination of media, professional and public understandings of child sexual abuse. This is then compared to research-based knowledge on sexual violence and child sexual abuse in particular. A public health approach is presented as a critical way of engaging communities, publics and society in an informed discourse about child sexual abuse, with a view to increasing both understanding and engagement. Identifying who they are with an acceptable degree of accuracy, and then formulating effective plans for their safe management is demanding. Developing robust, agreed and acceptable criteria for their identification coupled with reliable assessment tools and management techniques is a challenging task at local, national and at European Union level. This article draws on a recent project SOMEC (Serious Offending by Mobile European Criminals) in order to present some key lessons on how to develop a robust approach to the development of appropriate procedures. Reference is made to the Offender Management User Guidance, produced by SOMEC for use by criminal justice personnel across the 28 Member States. The article begins with some background information on the presenting problem of serious sexual and violent offenders both in within Member States and those who travel across the EU.
