This paper examines the influence of the Joseph Rowntree Charitable Trust (JRCT) on the movement for democratic reform in the UK, drawing on a study of the impact of Trust grants to three beneficiaries. The paper demonstrates that charitable foundations can exercise political influence, particularly when a political party is looking for new ideas, like the Labour Party in the early to mid 1990s. Consequently, when studying influences on public policy, researchers should take heed of the anonymous benefactors supporting think tanks and pressure groups working openly in the political arenaen
